Inspector General of Cavalry 1903-1907
After the formation of the South African Constabulary B.P. retained the command of the constabulary for another six months after 1902. Afterwards he was offered an appointment in the cavalry services as an Inspector General of Cavalry in Great Britain and Ireland.
Though he took up the appointment he did not like it , as it took him away from the direct contact with men . This appointment was more or less an office work . He founded the First Cavalary School , Nether Avon 1904.
In 1907 , B.P. was placed on half pay with the Rank of Lieutenant General , Highest Rank in the Army at the age of fifty . He did valuable work in reorganising the training . He studied First Hand Method used in the continent for he was always open to new ideas provided they would stand the test of practice . One of his first steps in his new appointment was to visit cavalry schools , manoeuvres and battle fields abroad in America . France , Belgium , Germany , Austria and Italy.

No better choice could have been made for the Commander of the civilian Force . The appointment was not due to his rank but he accepted it without hesitation because he had served with and fought against irregulars and others who lacked Parade Ground Training and saw it in correct proportion . Secondly he believed that there was danger of the Territorial Army's existence only as cadres that might be mistaken for effectiveness ready for employment in War.

B.P. threw himself into new task and with his usual energy , and the lines of training he used , were not unlike those employed for the Home Guards more than thirty years later.
These units were scattered over in several parts of the country and B.P. often slept in his car when covering the area . To his North Country Division he gave of his best . He became known to every man in every platoon . He was a tonic and inspiration to every man .
